Capital Research & Recovery is a consulting company which utilizes a small team of analysts to find unclaimed assets and identify grants, entitlements and benefit programs which go uncollected. While we do not provide legal services, we use our legal background, training and experience to search records and programs to provide clients every benefit and incentive they are entitled to obtain.

Established in 2008

After learning that an extremely sophisticated real estate investor client had missed a sizable governmental incentive related to the mitigation of certain wetlands, Mario Cirignani formed Capital Research & Recovery in 2008. We were the first company formed to provide exclusive governmental benefit analysis and recovery and remain the most sought after. While competitors have sprung up, none have the legal and legislative background that Capital Research & Recovery provides its clients.

Managing Member

Mario is an attorney, licensed to practice law in Illinois and Georgia. He has represented local and national REITs, large home builders, NNN developers and owners, owner operators, single use developers, health care operators and developers and land speculators in all varieties of land use, municipal concessions, due diligence, TIF and entitlement matters.  He is married with three adult children. He enjoys golf, fishing and playing with the family dogs.

Abbie Katz
Chief Analyst

Abbie is a paralegal having a wide variety of experience in transactional and real estate matters.  Before joining Capital Research & Recovery, Abbie served as a lead paralegal on a transactional team at a leading large law firm handling merger and acqusition and real estate roll-up matters.
